Mandate The House of Representatives has the constitutional mandate to ratify multilateral, regional and bilateral trade agreements, including WTO agreements. The House of Representatives was dissolved in May 2002. Therefore, international trade issues, including WTO questions, have not been dealt with in the parliament of Nepal since then.
Membership There are 205 members in the House of Representatives elected for a five-year term. There are 25 members on the committee that deals with trade issues. They are nominated by the Speaker with the House is approved and one quarter of the members are changed every year.
Working methods The ministry concerned, the Ministry for Industry, Commerce and Supply on WTO issues is responsible for providing all information related to the trade negotiations and other trade issues. The committee then sets the agenda for discussion and calls the minister and government officials for a further hearing.
Relations with other parliamentary bodies The Lower House and its committees interact with each other on the matter.
Relations with external bodies The committees and other special committees have linkages with government agencies and civil society on the issues.
Subjects dealt with The House of Representatives was dissolved in May 2002. Therefore, international trade issues, including WTO matters, have not been dealt in parliament since then.
